Kostenko, 58, has been a member of the pro-Yushchenko Our Ukraine grouping in parliament since 2002. He was one of the founding members of the Ukrainian Rukh party in 1989 and has remained a leader of two Rukh parties that splintered out of the original grouping. From 1992 to 1998, he served as minister in charge of environmental issues. In 1999, he ran in the presidential election, receiving 2 percent of the vote in the first round. Kostenko holds a Ph.D. from the Zaporizhya Institute of Engineering.

The nature of the winner takes all first past the post election system means that each of the our Ukraine faction nominees are competing against each other for their share of the same bone.
United they stood a chance of winning 14% not enough to win second place or survive the overall election.
Kostenko is seen more as a technical candidate with little prospects or any chance of success. His nomination of a means of buying votes on the Central Election panel
He is expected to receive less then 1 percent support.
